Paya Lebar is a suburban residential and planning area located in the Eastern Region of Singapore. Paya Lebar is bounded by Hougang and Defu Industrial estate towards the western side, Sengkang residential area towards the northwestern sides, Tampines Avenue 10 towards the eastern side, Bedok towards the southern region and Pasir Ris extending to the northern side.
Initially, Paya Lebar was an old agricultural area with ancient rural settlements and was known as Payah Lieber. Most of the Paya Lebar region was an enormous, marshy area located near River Kallang. Paya Lebar was a huge and notorious resident district. Most of the residents fully engaged in domestic farming such as growing marketing produce, Poultry, and Pig rearing. In the early 1860s, most of Payah Lieber region was acquired by businessman Richard Owen Norris who converted the region to a plantation and hoody estate where most of his farmers stayed. In the early 1900s, the region had started to get some little development projects such as the installation of the wireless station. The region continued to witness more development projects, and in the 1950s, the first international airport in Singapore was commissioned there becoming a leading landmark in Paya Lebar. By this times, most of the Paya Lebar planning area had seen considerable improvement in development with schools, suburban estates, and factories established. When the Changi International Airport was opened in 1981, the Paya Lebar Airport was converted to Singaporean military airbase and ceased operation as a public international airport.
Paya Lebar is now fully developed and advanced to a modern residential estate equipped with all necessary amenities and facilities. Paya Lebar planning area has four subzones namely Airport Road subzone, Paya Lebar East subzone, Paya Lebar North subzone and, Paya Lebar West subzone. All the four subzones cover a total an area totaling to 1,170 ha. Paya Lebar has a well-connected transport system which includes the Paya Lebar Mass Rapid Transit interchange station as well as numerous bus stations. The estate has a well-designed interlinking road system that enables easy commuting between the different subzones.
Furthermore, there are future development plans under the 2008 URA Masterplan intended to develop the Paya Lebar planning area into a commercial center. The proposal is to design and redevelop the Paya Lebar Central area into a commercial hub with a collection of retail shops, offices and luxurious hotel developments. Among the few education facilities available in Paya Lebar in the Lifelong Learning Institute which offers education to thousands of people in the region.
